This is the eternal question - defend your fav and explain why everyone else is wrong! Do they have the best dialogue? Made you laugh the most? Are they your spirit animal?
Please don't spoil the plot of the game for those who havent finished yet tho

I'm just going to leave this here: But more seriously, Risette really is my favourite JRPG girl ever, let alone my favourite Persona 4 character. I love her character arc, the very coming-of-age story that she's got going on, and the fact that she's the downright nicest character in the whole cast. I like the idea that the superstar idol ends up being the one I'd like to spend time with the most because I could see myself getting along with her the best (also I like dancing and stuff and she's obvs a good dancer). Also she's downright hilarious in Persona Q on the 3DS. And I'm damn good with her in that fighting game. Attachments:

I'm going to have to go with Matt here and say Rise. I think she had some satisfying character growth, also she's just really beautiful? She shines in pretty every much Persona game that she appears in (please play P4DAN and you'll see what I mean once you unlock all the amazing costumes), her personality is great, and yeah. I just really like Rise.

It's Rise, I named my dog after her for crying out loud.
I thought she was going to be a lame fanservice character, but they gave her a lot of depth and putting her in charge of team navigation and being the smart one of the group did wonders for her. I actually gave the game too much credit on my first playthrough, Rise was really flirty and I figured it was because I had prioritised her romance path, but nope, no variation in the main story lol. But yeah, still loved her.
It's a shame they copy pasted her for Ann, they even re-used her hair from P4DAN. Ann started off as a unique character, but they abandoned that pretty quick and her social link path was literally identical to Rise's, modelling and idol doing aren't even that different.

Yeah Ann highlighted some real problems with Persona 5's character development. You could max out her social link in 20 hours, easily, and then the rest of the game she was backgrounded to the point that you forgot that she's meant to be your dude's girlfriend and stuff. I blame the length of the game, really, as well as it having a bigger cast of supplementary characters than P4. It clearly became far too unwieldy to actually continue to give each character growth stories, so the earlier ones were backgrounded about midway through and never got a look in again. Gotta say mad respect for naming your pet after Rise. That's just one step short of getting her tattooed on you <_<.

I like Rise a lot, she's definitely in second place for me, but I have to go with Yukiko for number 1 Persona 4 waifu. I find that kind of character both incredibly appealing and relatable both from an aesthetic perspective and in terms of personality. I enjoy spending time with her and seeing her gradually develop her confidence to open up and share more things.
The issue you describe with characters being backgrounded is by no means confined to Ann; it's a problem for pretty much all of the social links that you have access to relatively early on. Once you max one out, there's really no mechanical reason to spend time with that character -- in fact, if you want to max out all the social links, it's downright foolish to. It would be cool to see them implement some sort of system where there were unique scenes or benefits you could only get by hanging out with maxed social links; that would encourage people to spend time with the supposed love of their life after they confess!
(Futaba is P5 waifu, by the way, clearly.)
